Northern Ireland Housing Executive Low Carbon Programme

Why is Economy 7 best for me?

Your heat pump and battery will benefit from off-peak price energy and the battery will avoid using peak price energy. Also, your solar PV panels will generate electricity during daylight hours, with the battery storing electricity for use later, avoiding import of electricity at peak rates.

Why should I change tariff?

It is a requirement of the Northern Ireland Housing Executive that tenants in the Low Carbon Programme (LCP) change to a time-of-use (ToU) electricity tariff. This is to minimise the energy cost of moving to electrical heating with a heat pump, as well as to work with solar PV and battery storage, installed as part of the LCP.

Help & support

  • What is the Low Carbon Retrofit Programme?
The Low Carbon Retrofit Programme (LCP) is a pilot retrofit programme NIHE is delivering to improve energy efficiency and comfort of its’ properties. If your property is getting retrofitted and you require more information, please contact your NIHE patch manager.
  • Why do I need to change to a time of use tariff?
It is a requirement of the NIHE that to participate in the Low Carbon Programme you must change your electricity tariff.

Your central heating has changed from gas or oil to an electric heat pump, paired with solar PV and a battery. This technology takes advantage of off-peak price periods of Economy 7, reducing overall running cost. NIHE recommends you change tariff to keep heating costs lower. Please contact NIHE to discuss why these tariff options work best with the equipment they are installing in your home.
  • As a NIHE tenant on the Low Carbon Retrofit Programme, how will my electricity bill change throughout the year?

During the summer your heat pump, just like your old boiler, will use a lot less energy than during the winter. This, along with zero cost energy from your solar PV, means that during the summer months your electricity bills are very low.

In the winter months you heat pump will need to run a lot more to provide space heating. Also, there will be less solar energy generated by your PV panels. This means that winter electricity bills will be much higher compared to the summer.

  • How can I manage the difference between the summer and winter electricity cost?

If you are a keypad customer, you can top-up extra on your keypad meter above what you need during the summer months. This will bank credit for the winter and keep peak winter bills lower.

If you are a bill pay customer you can pay by monthly direct debit and the cost of your annual electricity bill will be spread evenly over the year, reducing the impact of higher winter consumption.

  • How does a Keypad meter work?
Visit our Keypad help & support section to learn more about Keypad meters.
  • How long does a tariff change take
A tariff change requires 1-2 visits by an NIE engineer to change your meter and can take up to 4 weeks to schedule. The engineer will be onsite for approximately and hour.

Power NI will arrange the NIE engineer on your behalf at a time that suits you.
  • I am a Low Carbon Retrofit Programme tenant, how can I optimise the battery to minimise my electricity costs?
Power NI is not responsible for any equipment installed in your home. Please contact NIHE for more information and help setting up your system.
  • What should I do if I have a consumption query?
If you have any questions about your electricity usage, please contact NIHE who own and can fully investigate your equipment, as well as advise you on how to minimise costs.
  • I am getting solar PV installed - will I get paid for the export units produced?
NIHE own the solar PV panels installed at your home and will get any benefit from exported electricity. Please contact NIHE if you want to discuss this further.
